The National Lubricant Container Recycling Coalition, or “NLCRC,” is an industry-led coalition funded by a committed consortium of value chain stakeholders focused on establishing solutions for recovery and recycling of packaging for petroleum-based and related products utilized in transportation and industrial applications.

Members include Berry Global, Castrol (part of bp Group), Chevron, CKS Packaging Inc., Graham Packaging, Independent Lubricant Manufacturers Association, Lucas Oil, Nexus Circular, Pennzoil - Quaker State Company, Petroleum Packaging Council, Plastipak Packaging, RPM eco, Safety-Kleen, and Valvoline.

The Challenges With Petroleum-Based and Related Products

The Petroleum Packaging Industry is unique from most other industries due to the complications caused by residual product (petroleum or related liquids) left in the packaging after use. Disposal is predominantly “landfill only” across the US, and due to the absence of a dedicated collection and recycling system to separate it from other waste streams results in “negative value” of the packaging materials at the end of life (use). Because the petroleum packaging industry (including automotive, transportation, and other industrial applications) only constitutes a small fraction of all packaging waste across the US, there are minimal opportunities to benefit from broad, multi-industry investments and/or community-based solutions. Key stakeholders in the petroleum-based and related products supply chain must be part of the solution to address the problem or run the risk of being perceived as contributing to it. 

Taking action to develop solutions addressing petroleum-based and related products and material is becoming necessary for companies to avoid public scrutiny and maintain reputational value, which can be critical to maintaining shareholder confidence and customers’ expectations for more sustainable products.

The Value of Collective Action

Addressing a challenge as complex as recovering post-consumer packaging for recycling is not feasible for most individual companies, particularly when products are distributed throughout multiple regions and markets. Cost-effective solutions require collaboration with multiple stakeholders (including competitors), both upstream and downstream of the petroleum and related products value chain.

By joining the NLCRC, you will unite with other companies that produce petroleum-based and related products to speak as a single voice for the industry, participate in technical projects that deliver results, and share learnings aligned with the development of systemic, collaborative solutions for recovery and recycling; and to proactively navigate legislative action that will lead to value chain disruption.

Interested organizations, such as Brand Owners, packaging manufacturers, private packagers, retailers, resin producers, recyclers, and waste haulers committed to establishing solutions for recovery and recycling of petroleum-based and related products, are invited to join the NLCRC.
